Rule of Law

In Chicago, where the rule of law is based on power and influence, a rare moment of actually following the law.  Rahm Emanuel, who has not “resided” in the city of Chicago since 2008, will not be allowed to run for mayor.  So says the state appellate court.  Funniest headline so far comes from National Review :

    The Chicago residency requirement?… like a pirate’s code, it’s more what you’d call “guidelines” than actual rules.
